Dr. Yolanda Quijano (Chief of Party): As the consistent leader throughout the project's five years, Dr. Quijano provided visionary leadership, high-level strategic direction, and crucial advocacy with USAID and DepEd officials. Her expertise steered the project's design, adaptation through challenges, and emphasis on policy influence, enabling the remarkable growth in student enrollment and the establishment of key resources.

GABAY's legacy is a testament to the power of collaboration. This project, through the collective efforts of RBI, USAID, DepEd, LGUs, DPOs, CSOs, dedicated parents, and most importantly, the children themselves, has laid a strong foundation for a more inclusive educational landscape in the Philippines.

Beyond these named individuals, the success of GABAY was also significantly propelled by the broader RBI team, including dedicated Field Coordinators who ensured activities ran smoothly across diverse sites, the Data Management staff who compiled crucial project data, and essential support staff. The project also relied heavily on the invaluable expertise of specialized consultants (medical, educational, assessment), and the authentic contributions of Deaf and Blind Mentors who brought lived experience and technical skill to training and material development.
