John Vincent C. Cabizares
Senior IT Specialist
(Lead Web Developer)
Resources for the Blind Inc.
Mr. Cabizares served a critical role within the RBI Gabay Team as the Project IT Specialist during key phases of the project's life. His technical proficiency, particularly in the realm of assistive technology for children with disabilities, was vital. He was central to adapting project activities to the digital sphere, especially during periods necessitating online and hybrid modalities. His work ensured that the necessary IT infrastructure was functional, supporting everything from internal team coordination to large-scale online training sessions like the LEARN (Learning Educational and Resource Network) training held during Year 3, which provided educators and parents with skills to access online resources.
Beyond general IT support, Mr. Cabizares' expertise in assistive technology directly empowered teachers and learners. He played a significant role in the setup and maintenance of the specialized IT equipment and assistive devices housed within the Inclusive Learning Resource Centers (ILRCs), including Braille embossers and specialized software. He personally facilitated training sessions for teachers on how to effectively utilize these tools to create accessible learning materials and enhance the learning experiences of children with diverse needs.
Although Mr. Cabizares transitioned from his full-time role, resigning at the end of the Year 3 activities, the project continued to recognize and rely on his specialized skills. He contributed as a consultant during available time in later years, lending his technical expertise to ensure the continued functionality of key technological components and support specific initiatives. His valued technical background even led GABAY to request his support for planned activities under a proposed Year 6 extension, specifically the new focus on supporting children with dyslexia through tools like the eMFAT, although this phase was ultimately suspended.
Recognizing the immense value of the GABAY project's work and the wealth of resources and stories generated over five years, Mr. Cabizares stepped forward to lead a crucial final initiative: the creation of this website. Serving as the lead developer, he spearheaded the effort to design and build a platform dedicated to preserving and showcasing the project's accomplishments, methodologies, and impact. This website stands as a testament to GABAY's journey towards inclusive education, providing a central repository for reports, resources, and featured stories for partners, stakeholders, and the public.
Mr. John Vincent Conise Cabizares' contribution is twofold: he not only provided the essential technical support that enabled GABAY to implement its programs effectively and empower educators and learners through technology, but he also took the lead in building this digital legacy. Through his initiative, the story of GABAY's work and its impact on inclusive education for children with disabilities in the Philippines will continue to inspire and inform.

He would like to express sincere gratitude to the company for the guidance, trust, and support throughout this learning experience. This project not only served as a platform to grow professionally but also as a meaningful contribution to the company's digital efforts.
